QUT Online’s Graduate Certificate in Policy and Governance opens pathways into policy development roles in government agencies and policy analysis roles in political and non-government organisations.

This course provides you with an understanding of the policy cycle and writing the key documents involved in policy development, decision-making, implementation and evaluation. You will develop the skills and knowledge of a professional and ethical policy officer or analyst navigating the nuanced issues and plurality of views in the democratic environment of Australian governance. Build professional written and personal communication skills necessary for negotiation, engagement and communication with senior officials and politicians.

Course units

You must complete a total of 4 core standard units. Each unit carries 12 credit points  

Entry requirements

You can gain entry into the Graduate Certificate in Policy and Governance with:

6-month program

  • A recognised bachelor’s degree (or higher qualification) in any discipline

or

  • A recognised diploma (or higher qualification) in government or a related area and two years of full-time (or equivalent) professional work experience working in the public sector and/or justice

or

  • Five years full-time (or equivalent) professional work experience working in the public sector or justice

Course outcomes

Upon completion of the Graduate Certificate in Policy and Governance, graduates will be able to conduct all stages of the policy cycle to analyse complex policy issues, make reliable recommendations, and implement and evaluate policies.

New Master of Justice

We are pleased to announce the introduction of a new course at QUT Online from July 2025: the Master of Justice Those enrolled in the Graduate Certificate in Policy and Governance will be able to articulate into this award. 

The new Master of Justice consists of 144 credit points (12 units) and can be completed in 1.5 years full time or 3 years part time study.

No prior experience in working with DV victim-survivors, with perpetrators, or in these fields is required to be successful in this course.

You will learn the key skills required in any policy/government role, such as how to gain government attention, writing skills, policy analysis and development. This course is an AQF Level 8 Graduate Certificate, so it will help you secure a good role or progress in your career if you already work in the field. You will also create a cabinet submission in the final capstone unit.
